Walton TDC discusses proposed strategic plan
The Walton County Tourism Development Council met Tuesday to discuss a proposed $15.6 million strategic investment plan for 2026 through 2029, drawing from less than 10% of its $170.6 million in total reserve funds.
The proposal, presented during the council’s regular meeting at the South Walton Annex Board Room, outlines four priority areas for investment over the next three to four years: diversifying the tourism economy, advancing destination development, strengthening governance and community alignment, and refining marketing and digital engagement.
According to the plan, the largest investment area — diversifying and balancing the tourism economy — carries an estimated range of $7 million to $10 million over three years. That includes funding for event development and support, off-season marketing campaigns, research and product development, and content production aimed at increasing visitation during the November through February window and strengthening midweek shoulder-season occupancy.
Destination development initiatives would focus on projects such as a scenic corridors master plan, with an estimated investment of $2.25 million to $3.25 million across three phases, along with support for a performing arts and cultural center, traffic mitigation and mobility solutions, and what the plan calls “off-beach, off-season strategies.” The community engagement and governance category is budgeted at approximately $940,000 over three years, covering tourism impact reporting, public dashboards, and citizen engagement mechanisms. Marketing and digital engagement improvements, including a new website build and enhanced email segmentation, carry an estimated three-year investment of $1.76 million.
The council’s reserve fund stands at $170,686,767 as of fiscal year-end 2025, spread across multiple accounts. The largest is the Beach Nourishment fund at just over $79 million, followed by the High Impact fund at nearly $30.8 million and the Marketing and Operations reserve at approximately $37.1 million. After accounting for foundational and allocated balances — including $79 million for beach renourishment, $27.8 million for beach operations, a $3 million contingency, and a $17.5 million operating reserve — roughly $42.7 million remains unallocated. The proposed $15.6 million strategic investment would leave approximately $27.1 million in remaining unallocated reserves.
The plan’s reserve policy recommends maintaining a minimum uncommitted reserve balance equal to 50% of the prior fiscal year’s operating expenditures, or no less than six months of operating expenses, whichever is greater. Proponents of the strategic investment argue that using a relatively small share of reserves allows the county to address emerging opportunities — such as Authentic Walton product development, agritourism clusters, and trail infrastructure — before they become larger future liabilities, while preserving the county’s ability to fund emergency response and environmental resilience.
Other items on Tuesday’s agenda included a request to reimburse the Walton County Sheriff’s Office for beach safety expenditures totaling nearly $598,000 for March and April 2026, a discussion on FY27 event grant and sponsorship programs, a review of the proposed FY27 draft budget, and the appointment of members to a new Destination Improvements committee.
