Daughettes Rezoning Returns as Planning Commission Meets November 12 in Freeport

The Walton County Planning Commission will hold its next regular meeting on Thursday, November 12, 2026, at 4:00 PM at the Freeport Board Room at 842 State Highway 20 East, with four development applications on the agenda. The item with the longest history is the Daughettes rezoning, back for a fourth agenda date after continuances at three straight sessions.

The commission convenes at the board room that also houses the county’s Planning and Development Services office at 842 State Highway 20 East, Unit 110. The board makes recommendations to the Board of County Commissioners on major development applications as well as amendments to the Comprehensive Plan and the Land Development Code under Chapter 163 of the Florida Statutes.

The Daughettes small-scale amendment with rezoning and Land Use Restriction Agreement has traveled the furthest. The staff report’s review table shows the application was continued at its August 13, September 10, and October 8 agenda dates, with the request now set for November 12 and the staff report revised November 4. Seaside Community Development Corp. is asking to move 1.2 acres at Morrison Avenue and County Highway 283 North in District 5 from a Residential future land use designation with Residential Preservation zoning to Commercial future land use with General Commercial zoning, with the land use restriction agreement attached for the commission’s review. Senior Planner Ayanna Reed is the staff contact.

Two quasi-judicial items follow. The Indian Woman Subdivision application seeks approval of 27 single family lots on 8.74 acres on the west side of Indian Woman Road, south of Folly Quarter Cove and north of Mandy Circle in south Walton County. McNeil Carroll Engineering filed the major development plan on behalf of Alliant Capital Partners on a site that carries a Conservation Residential future land use designation and Neighborhood Infill zoning. Reed is also the reviewer of record for that project.

The Raim rezoning asks the commission to recommend changing roughly 9.76 acres on the east side of Don Bishop Road at the end of Mark Road from Conservation Residential 1:2.5 to Conservation Residential 2:1, a proposal submitted by Emerald Coast Associates Engineering on behalf of Michael Raim in District 4. The largest project of the slate is the Raven Subdivision Master Plan and Phase I design at Parcel 428 of the Sandestin Resort DRI, where Dean Burgess of ECAE — applying on behalf of Sandestin Holdings, Sandestin Investments and the Sandestin Owners Association — proposes 22 single-family detached residences and an interior roadway on 9.6 acres under the resort’s Mixed Use and Coastal Center designations. Willie Brown is the staff reviewer for the Sandestin request.

Residents can attend in person at the Freeport Board Room or join remotely through a Zoom registration link posted with the agenda on the Walton County CivicWeb portal. Meeting minutes and recorded proceedings are available through CivicWeb for those unable to attend. Recommendations from the session go to the Board of County Commissioners, which makes final decisions on the applications.
